on 3 may 2016, in Lagos, Nigeria on marvel earth, Avengers battled in the street. Rumlow exploded a bomb near a crowd. Scarlet Witch tried containing the explosion, and saved cap' but it killed people in a building. instead of blaming the bomber, the u.n.in europe used this tragedy as an excuse to control the avengers. the u.n. will vote immediately on 4 may. iron man said we need to submit, but cap said we can't trust bias governments. cap went to "director fury" then ex-director of shield, who people thought had died.

nick argued they should submit to u.n. cap compromised that u.s. can veto u.n. and avengers under u.s. instead of all countries. fury liked that compromise and used his secret connections to arrange the veto. tragiccaly as fury left his hideout a flash of laser came from a rooftop burning nick to a pile of ashes in 2016. the shooter was from wakanda, so nobody cared about black on black murder. fury did not live until the snap nor could he be resurected.. on may 4 u.n. voted and u.s. vetoed saying it alone would control avengers. 

again iron man said we need to submit, but cap said we can't trust bias governments especialy with obama still president, now is not the time to submit to c-in-c obama. this caused the civil war among the avengers and cap was considered a criminal. cap fought iron man until subduing him. iron man reminds him his sheild was not really his but, given to him so cap returned the sheild and fled to wakanda. the submission caused  S.H.I.E.L.D. to get re-legalized. the government rewards stark with directing sheild insted of coulson. 

he argued that he does not want the burden but he got ordered so he replaced coulson as director of sheild. a couple months later trump won the election and pardoned captain america. he released avengers from under government supervision. cap did not need to hide until infinity war.
